TELS for Public Sector EmployeesApplication Eligibility Criteria

All applicants for this scheme must satisfy all of the following application eligibility criteria;
  1. Must be a Fijian Citizen;
  2. Must be an ordinarily resident in Fiji for at least three years before the loan commencement date;
  3. Applicant must be in employment at the time of application and remain in employment during the course of studies (Leave with/Without Pay letter from the employer is acceptable),
  4. Must be fully vaccinated if above the age of 18;
  5. Combined family income to be less than $100,000;
  6. Must be seeking to attain an academic qualification (first higher education qualification) or upgrade an existing qualification (in the same area of studies and only if the earlier qualification was not funded under TELS or any other Fijian Government Schemes) up to the maximum of first Bachelor’s degree at an eligible institution either as a part-time or full-time student.
  7. Applicant must submit to TSLS current and past employment contacts (3 most recent), recent pay slips and FNPF statement showing the last three contributions by the current/former employer(s).
  8. Applicants who resign from work post the approval of the scheme risk losing the financial support under TELS.
Required Documents for the Application
  1. A completed online application form. Visit www.tsls.com.fj to access the online application portal.
  2. Transcripts and certificates for any existing qualification (whether completed or in progress). if applying to complete a program or upgrade an existing qualification.
  3. Offer letter from the Higher Education Institute if applying to attain first higher education qualification. (Students can apply without the final offer letter from the Higher Education Institutions, but need to submit the same as soon as the offer letters are received, however no later than the application processing closing date).
  4. Certified true copy of the Birth Certificate.
  5. Copy of Student’s TIN Letter/FRCS-FNPF Joint Card.
  6. Vaccination / Exemption Details
  7. Employment confirmation letter/ contract from the employer clearly stating the annual salary/wages.
  8. Letter from employer clearly stating the status of employment during the period of study. Letter should clearly state the condition of leave - Leave with or without pay (if granted leave by the employer).
  9. FNPF Statement (not Statement of Account), clearly showing the most recent (should not be more than one month old) deduction from the employer or the most recent tax assessment if self-employed.
  10. Most recent salary slip (should not be more than one month old).
  11. For single applicants - Evidence of Parents’/Guardians’ Income (Salary Slip for working parents/guardians or Statutory Declaration prepared and signed by the parents/guardians and witnessed by a Justice of Peace (JP) or Commissioner of Oaths for parents/guardians who are not working or are in self-employment. Parents /Guardians running a business must submit the most recent tax assessment by FRCS).
  12. For married applicants - Spouse income details (Salary Slip for working spouse or Statutory Declaration prepared and signed by the spouse and witnessed by a Justice of Peace (JP) or Commissioner of Oaths for spouse who is not working or is in self-employment. Spouse running a business must submit the most recent tax assessment by FRCS).
  13. Copy of Parents’/Guardians’/Spouse TIN Letter/FRCS-FNPF Joint Card.
  14. Copy of bank statement with account under the applicant’s name.
  15. Recent passport size photo.
Sponsorship Benefits
Applicants approved to TELS for Public Sector Employees are entitled to:
  1. Tuition Only
Part-time students are not entitled to any allowance under the TELS for Accommodation Support Scheme.

For full-time students on leave without pay, with an combined household income less than $50,000 per annum and subject to the zoning policy the following allowances may be approved at the maximum rate of:
  1. Hostel Fees with meals to a maximum of $2025/semester, $1688/trimester or $1013 per quarter.
  2. Hostel Fees without meals to a maximum of $1125/semester, $968/trimester or $563 per quarter.
  3. Rent- $250 per month.
  4. Bus Fare- $30/week;
  5. Food expenses- $50/week; and
  6. Incidental and Stationary allowance- $1000/annum.
Eligible applicants who wish to apply for allowances, must do so together with their application for TELS for Public Sector Employee. At stage 3 of the application, student need to select “Tuition and Accommodation Support Scheme”. Selecting TELS tuition only means that a student is applying for tuition fees only and no allowances will be paid.
How to Apply
  1. Scan and get all the required documents ready before starting the process of applying online in the pdf, png, or jpg format.
  2. Visit www.tsls.com.fj and register for TSLS online application. Applicants cannot apply online unless registered first.
  3. Once registered fill the appropriate information.
  4. Upload all the required documents.
  5. Submit the online application.
  6. Students will not be able to submit the form unless all mandatory fields are filled (With the exception of final program offer letter from the institution).
Students applying online will be able to log in and check the application status at any time and also print and upload the TSLS Offer Letter, Bond Form and download their confirmation letter online.

Submitting a completed application package does not guarantee approval.

Assessment & Notification of Sponsorship
  1. TSLS shall be responsible for assessment of applications against the set criteria.
  2. TSLS may seek further information to verify details submitted by the applicant.
  3. All application will go through an extensive review and TSLS’s decision shall be final and cannot be appealed.
  4. Official indication of being granted a sponsorship is the receipt of the award confirmation letter from TSLS.
 Sponsorship Acceptance Dead Line
  1.  All sponsorship offered must be accepted within 7 days from the date stated in the Provisional TELS for Public Sector Employee Offer Letter.
  2.  Offers not accepted by the deadline will be declined.
  3.  To accept the offer, applicants must sign and upload the Provisional Offer Letter and Bond Form on their Landing Page (Application Portal).
