TELS for Accommodation Support Scheme

Application Eligibility Criteria
An Applicant must:
  1. be a Fijian Citizen;
  2. be ordinarily resident in Fiji for at least three (3) years before the award commencement date unless determined by the Board or delegated authority on case-by-case basis;
  3. not have a combined parental/guardian/household annual gross income of  more than FJD$50,000;
  4. be being fully vaccinated or exempted by Ministry of Health and Medical Services if above the age of 18;
  5. satisfy the various allowance eligibility as per the “Study Where You Live (Zoning) Policy; and
  6. be enrolled as a full-time student at and eligible Higher Education Institution.
Required Documents for the Application
  1. Applicant for TELS must do so with their application for specific category of TELS by selecting Tuition and Accommodation Support Scheme at Step 3 of the application.
  2. Applicants applying for allowance only should select TELS for Accommodation Support Scheme in Step 1 of the application.
  3. In addition to all the required documents for the specific TELS category that you are applying for, the following documents also needs to be submitted together with your Vaccination / Exemption details;
    • Hostel or Hostel with Meals - Hostel Confirmation letter from the University. This can be submitted even after the close of application.
    • Rent - JP/Commissioner of Oaths witnessed Tenancy agreement. The tenancy agreement must include the exact location of the property, Landlord and Tenant's TIN, Landlord and Tenant's Phone Contact.
    • Bus Fare - Either a utility bill (Water, Electricity, Pay Channel, Telephone) Voter Registration Card/Driver’s License, Land Title, that clearly shows the residential address from where the student will be traveling for classes. E-Ticket Card Number (Red Card) is must.
    • Food, Rent and Incidental/Stationery - Bank Statement with an active bank account registered under your name or an active and registered M –Paisa number under your name. For quicker receipt of allowances, submit your M-Paisa number.
Study Where You Live (Zoning) Policy
Under Study Where You Live (Zoning) policy to qualify for TELS-Accommodation Support Scheme students seeking financial assistance from TSLS under TELS, must enrol at campuses within their locality.
A campus within their locality means that the program is offered by the institution of their choice at campuses close to their home on a full-time basis and they can commute from home to attend classes or can complete their studies via alternative mode of studies without having to re-locate.

Students enrolling at campuses within their locality may be eligible for bus fare and incidental allowances only. No Food and Rent/Hostel Allowance will be paid.
In case a student still prefers to move to the main campus regardless of the program being offered in their locality, the allowance eligibility will be restricted to bus fare and incidental only.
The Zoning Policy applies to all TELS Schemes on an equitable basis.

Funding Benefits
Applicants for TELS for Accommodation Support, subject to the zoning policy with a combined parental income of no more than $50,000 per annum may be approved at the maximum rate of the following allowances:

  1. Hostel Fees with meals to a maximum of $2025/semester, $1688/trimester or $1013 per quarter.
  2. Hostel Fees without meals to a maximum of $1125/semester, $968/trimester or $563 per quarter.
  3. Rent- $250 per month.
  4. Bus Fare- $41/week;
  5. Food expenses- $50/week; and
  6. Incidental and Stationary allowance- $1000/annum. 
TELS applicants who wish to apply for allowances, must do so together with their application for TELS. At stage 3 of the application, student need to select “Tuition and Accommodation Support Scheme”. Selecting TELS tuition only means that a student is applying for tuition fees only and no allowances will be paid.

Any unutilised bus fare at the end of each term (as soon as the examination week ends) will be rolled over/or deemed to have been rolled over for the next academic term and only the difference between the eligibility for the new term minus the balance from the previous term will be paid for the new academic term.

Only the rent allowance disbursements will include payments for the breaks in between two academic terms but not for the
year end breaks.  All other allowances will be paid till the examination week for each term only. For rent allowance annual or term to term submission of rental agreement will be required.

How to Apply
  1. Scan and get all the required documents ready before starting the process of applying online in the pdf, png, or jpg format. File size should not exceed 5MB.
  2. Visit and register for TSLS online application by creating your own email address using Gmail, Yahoo or Hotmail.
  3. Once registered fill in the appropriate information and upload all the required documents.
  4. Submit the online application by checking in the declaration.
  5. Check your landing page on the status and progress of your application. 
  6. Students will not be able to submit the online application unless all mandatory fields are filled (With the exception of Year 13 results and final programme offer letter from the eligible institutions).
  7. Late and incomplete applications will not be considered for assessment.
Students applying online will be able to log in and check the application status at any time and also print and upload the TSLS Offer Letter, Bond Form and download their confirmation letter online.

Submitting a completed application package does not guarantee approval.

Assessment & Notification of Sponsorship
  1. TSLS shall be responsible for assessment of applications against the set criteria.
  2. TSLS may seek further information to verify details submitted by the applicant.
  3. All application will go through an extensive review and TSLS’s decision shall be final and cannot be appealed.
  4. Official indication of being granted a sponsorship is the receipt of the award confirmation letter from TSLS.
Funding Acceptance Dead Line
  1.  All funding offered must be accepted within 7 days from the date stated in the Provisional TELS/TELS for Accomodation Support Scheme Offer Letter.
  2.  Offers not accepted by the deadline will be declined.
  3.  To accept the offer, applicants must sign and upload the Provisional Offer Letter and Bond Form on their Landing Page (Application Portal).
